NEW	1. Code is added to handle creation of Standalone Series and New Standalone OTO without DS in Rightsline . 2. Code is added to set the records externally published ,when standalone series and child records are set to Ready External Publish in RL. 3. Code is added to handle creation of new OTO's associated with standalone series.
FIXES	1. Code is fixed to not update funder id as undefined in RL.
OPERATIONS	1. SSRS asset_header report changes are deployed .
